Navigating Guelph’s Housing Affordability Strategy: What Buyers Need to Know

Andra Arnold • June 11, 2025

Guelph is taking significant steps to address housing affordability with its newly approved Housing Affordability Strategy (HAS), aiming to make homeownership more attainable for current and future residents.

This comprehensive plan outlines actionable items to improve housing affordability and monitor progress over the next decade.

Keep reading to learn what the Housing Affordability Strategy is and what it means for current and future Guelph residents.

What Is the Housing Affordability Strategy?

The HAS is Guelph’s roadmap to tackle the housing crisis by increasing the availability of affordable homes. With the city projected to grow to 208,000 people by 2051, there’s a pressing need for approximately 29,200 new homes, of which 8,700 must be affordable.

Key initiatives include:

  • Incentivizing Affordable Housing Development: Implementing programs to lower the cost of building affordable homes through incentives like exemptions from development charges and parkland dedication fees.
  • Zoning Flexibility: Approving zoning bylaw amendments to allow up to four units on a property, facilitating the creation of more housing options.
  • Infrastructure Investment: Investing in essential infrastructure such as roads, water, and wastewater services in key areas to support housing development.

Affordable Housing Community Improvement Plan

Complementing the HAS is the Affordable Housing Community Improvement Plan (CIP), approved by the Council on February 11, 2025. The CIP provides financial incentives for homeowners, landlords, non-profits, and homebuilders to add new affordable housing units, convert vacant units into affordable rentals, and build new affordable rental and ownership units.

Grants of up to $100,000 per affordable unit are available, with an additional $20,000 for accessibility features, paid at the time of building permit approval.

How Guelph’s Growth Plan Impacts Affordability and Inventory

Guelph isn’t just planning for the now; it’s prepping for a major population boom. Buyers should keep one eye on current listings and the other on neighbourhoods flagged for future development.

The Housing Affordability Strategy and Community Improvement Plan work hand-in-hand with Guelph’s official growth plan, identifying areas primed for intensification.

What does that mean for buyers?

  • More homes are coming to market in places already backed by infrastructure planning
  • Increased density near transit corridors and walkable hubs
  • Future property value growth in newly developed or revitalized neighbourhoods

You’ll likely see duplexes, fourplexes, laneway homes, and affordable multi-unit developments pop up in these targeted growth zones — precisely the kind of inventory the HAS and CIP are designed to fast-track.
