The HAS is Guelph’s roadmap to tackle the housing crisis by increasing the availability of affordable homes. With the city projected to grow to 208,000 people by 2051, there’s a pressing need for approximately 29,200 new homes, of which 8,700 must be affordable.
Key initiatives include:
- Incentivizing Affordable Housing Development: Implementing programs to lower the cost of building affordable homes through incentives like exemptions from development charges and parkland dedication fees.
- Zoning Flexibility: Approving zoning bylaw amendments to allow up to four units on a property, facilitating the creation of more housing options.
- Infrastructure Investment: Investing in essential infrastructure such as roads, water, and wastewater services in key areas to support housing development.
Affordable Housing Community Improvement Plan
Complementing the HAS is the Affordable Housing Community Improvement Plan (CIP), approved by the Council on February 11, 2025. The CIP provides financial incentives for homeowners, landlords, non-profits, and homebuilders to add new affordable housing units, convert vacant units into affordable rentals, and build new affordable rental and ownership units.
Grants of up to $100,000 per affordable unit are available, with an additional $20,000 for accessibility features, paid at the time of building permit approval.
