Understanding Guelph’s New Height Allowances: Downtown Development Explained

Guelph is reaching for the sky, quite literally. With more people looking to call this city home, the latest changes from the City Council are making way for taller buildings in two of Guelph’s busiest areas.

Why Guelph Is Building Up

The city is planning for over 208,000 people by 2051, which means more homes and more space for people to live, work, and grow. Instead of expanding into green spaces, Guelph is leaning into a more innovative solution: vertical growth. This strategy keeps our city compact, efficient, and walkable, especially around the downtown core and key transit spots.


Building up also opens the door to more affordable housing and encourages developers to include features that benefit the community. So while the buildings might get taller, the goal is to keep Guelph livable and spirited for everyone.

What's New for Downtown Guelph?

Downtown Guelph is about to get a facelift, but don’t worry, the charm and character of the area aren’t going anywhere. The city has approved changes to the Downtown Secondary Plan, allowing for more height in select spots while keeping important views and heritage features intact. Here’s what’s changing:


  • Some areas downtown can now include buildings as tall as 24 storeys
  • These taller buildings are limited to the edges of downtown to maintain the city's historic heart
  • The new guidelines protect the iconic view of the Basilica of Our Lady from Macdonell Street

Significant Changes Around Stone Road and Edinburgh

Just south of downtown, the area around Stone Road and Edinburgh Road is getting its own updates, thanks to a new Community Planning Permit System. It’s a streamlined way for the City to approve developments more efficiently while still holding developers to high standards. Here’s how it works:


  • The system combines zoning changes, variances, and site plan approvals into one process to speed things up
  • Developers can now build up to 18 storeys in mixed-use areas and up to 14 storeys in high-density residential zones
  • To qualify for these new heights, developers must offer affordable housing or other community benefits
